China Unveils AI Model Embedding Xi Jinping's Philosophy to Compete with ChatGPT

top internet regulator has unveiled a large
language model (LLM) that is based on
President Xi Jinping's political philosophies. The LLM is described as a "secure and reliable" AI system. As per the South China Morning Post, this model, which was created by the China online Research Institute under the Cyberspace Administration of China, integrates the political ideas of Xi Jinping along with other online themes that have been approved by the government. Chinese authorities are attempting to strike a compromise between tightening restrictions on free expression, promoting AI research, and competing with services like OpenAI's ChatGPT. This is why they are working to incorporate Xi's ideas into AI.

China's 2018 constitution enshrines "Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era," which is among the central ideas of the LLM, according to a WeChat post from the administration's magazine. Numerous facets of political, social, and economic life are covered by this ideology. According to the Financial Times, the model can translate between Chinese and English, answer questions, generate reports, and summarize information. It was created to satisfy a variety of customer needs. Unlike other AI systems, this one ensures its "security and reliability" by not being open-sourced and depending instead on a curated knowledge base of locally created material. Responses appear to come from a predetermined set of official Chinese sources and papers, according to demonstrations.
The China Cyberspace Research Institute is the sole host of the LLM, and for increased security, all data processing takes place locally on these servers. It is now undergoing internal testing and is only available to "designated users by invitation." It is based on pre-trained, government-approved language models. Beijing's plan to use AI to boost economic growth while enforcing stringent cybersecurity laws is in line with this limited release. The March push of Premier Li Qiang to incorporate AI into conventional sectors is an example of this strategy. Even because China cannot access OpenAI's ChatGPT, many Chinese companies have created their own versions that comply with regulatory restrictions and are in line with Beijing's narrative.In an effort to strengthen the Party's online domination and foster "positive energy," the Central Committee of the Communist Party of China mandated in February that all party members learn about Xi Jinping's ideas. Beijing's most recent attempt to control AI narratives inside China is reflected in the new LLM in this context. The Chinese Cyberspace Administration places a strong emphasis on the legitimacy and professionalism of the material produced by the model, striking a balance between the advancement of AI and stringent control over speech and data. In December, according to FT, the Cyber Security Association of China, a non-profit affiliated with CAC, made available to the public the first database with 100 million items of “high-quality and trustworthy data” for use in model training.There are 86,314 references to Xi Jinping in one of the several text documents in the data bundle. One line says, "Let us unite around the Party Central Committee with Comrade Xi Jinping at its core, more closely than before." An further statement states that we must "ensure that we are always in high alignment with the Party Central Committee with General Secretary Xi Jinping at its core in thought, politics, and action." The model shows the Chinese government's dedication to ingraining Xi Jinping's ideology in a variety of forms, albeit its ultimate wider release is still unknown, according to SCMP.
